A realistic tabletop exercise helped transport partners test decisions, information flow, and public communication during a simulated incident.
A multi-agency tabletop exercise brought together carrier representatives, emergency planners, technical advisers, and communications teams. The scenario developed in stages, requiring participants to assess incomplete information, establish shared priorities, and explain decisions to different audiences.
Observers found that technical response arrangements were well understood, while handovers between organisations offered the greatest opportunity for improvement. The debrief highlighted the value of plain-language situation reports, named decision owners, and regular confirmation that critical information had reached the people expected to act on it.
